The cross-border blind spot: how carriers hide bad provincial records from US checks (and the reverse)

Updated 2026-11-05

A carrier that hauls on both sides of the border has two sets of records: its USDOT file with FMCSA, and its provincial file (NSC, Ontario CVOR, Quebec CTQ). They are kept by different governments and they don't talk to each other. A check that stops at one of them misses the other.

How the gap works

FMCSA shows US authority, insurance filings, inspections and crashes. It does not show an Ontario CVOR rating, a Quebec CTQ rating or an NSC audit result. The provincial registries show those, but not US authority or US insurance filings. So a carrier with a Conditional CTQ rating can still show active US authority, and a carrier whose US authority was revoked can still hold a valid provincial certificate.

What it looks like in practice

A broker in Mississauga books a Quebec carrier that looks clean in a US-only check. Quebec's transport commission (the CTQ) rates that carrier Conditional with no right to operate. On November 4, 2026 the CTQ listed 1,981 carriers rated Unsatisfactory or Conditional, and 1,635 of them had no right to operate.

Why switching tabs fails

Checking FMCSA, the CVOR enquiry, the CTQ lists and the Quebec enterprise register (NEQ) by hand takes several tabs per carrier, and it only tells you how things stood on the day you looked. Records change after onboarding, and most brokers never look again.

How HaulProof closes it

HaulProof puts the FMCSA record and the provincial records (NSC, Ontario CVOR and MTO, Quebec CTQ and NEQ, Manitoba C-SNAP) into one carrier profile with one risk tier and the reasons in plain words, in English and French. Every active carrier is already rated and refreshed every day, so a lookup by USDOT, MC, CVOR, NSC, NIR or name answers in seconds, and the Chrome extension shows the tier right on DAT, Truckstop and Loadlink. Carriers you watch send you an alert the day either side changes.
