The Ontario CVOR abstract, explained for brokers
Updated 2026-10-25
Every carrier operating trucks or buses in Ontario needs a Commercial Vehicle Operator's Registration (CVOR). The CVOR abstract is the carrier's safety record, and it is the best single document for vetting an Ontario carrier.
What the abstract shows
The abstract lists the carrier's registration details and its safety performance over the monitoring period.
- Safety rating: Excellent, Satisfactory, Satisfactory-Unaudited, Conditional or Unsatisfactory
- Overall violation rate, shown as a percentage of the Ministry's threshold
- Convictions, collisions and inspections, each with its share of the rate
- Fleet size and kilometres travelled
How to read the violation rate
The overall violation rate compares the carrier's events with the threshold for a carrier of its size. Lower is better. At 35% or more the Ministry starts interventions, and the higher the rate climbs, the stronger they get. A rising rate across two abstracts is a stronger warning than one high number.
Level 1 or Level 2
A Level 1 abstract summarises the record. A Level 2 abstract adds the detail of each event. Ask for a recent Level 2 when a carrier is close to a threshold or has a Conditional rating.
Getting the abstract
The carrier orders its own abstract from ServiceOntario and can share it with you. With HaulProof the carrier uploads it once, with recorded consent, and every broker it works with sees the same verified copy and the flags on it.
